Lets say that we used actual 40k game stats.  Would the game be very fun?  It takes about 6 guardsmen to kill a marine.   Would you pay $50 to play a game with 6 opponants?  me either.&lt;br&gt;The Player is always the hero.  Hero's are better than they should be.  Thats why we play.  &lt;br&gt;For instance, how many WW2 games have you played where you never fired a gun?  in WW2 half the people in the army never fired their weapon. They are awarded based on fluff.  This will get rid of a lot of the power builds.  Have an independent judge read over the 1 to  2 page army fluff for each list and the top 3 get prizes.  Same for top 3 fluffy lists and top 3 army appearance.&lt;/p&gt;&lt;p&gt;For the mechanics of the games, a simple All vs Imperium should work out.  Players sign up for the side they want in advance and each side has a limit.  This ensures an even split.&lt;/p&gt;&lt;p&gt;Make it map based.  "Here is the front line with these armies fighting these other armies."  "These 3 armies are making a flanking attack against these three armies"  "These 4 armies are defending supply lines against these 4 armies", etc.   &lt;br&gt;Break the map up into sectors with a few armies in each sector.
