Reducing budgets without making anyone cry.&lt;/p&gt;&lt;p&gt;The public was told that what was going to happen was that the institutions would be closed, and that people in these institutions would be handed off to "community care facilities" where these magic new drugs--SSRIs--would enable them to live "normal" lives.&lt;/p&gt;&lt;p&gt;What really happened was that the in-patient institutions were defunded, and the patients turfed out onto the streets. The politicians failed to fund, or failed to adequately fund the community care centers.&lt;/p&gt;&lt;p&gt;This has been &lt;i&gt;far&lt;/i&gt; more expensive than maintaining the psychiatric institutions because instead of treating the mental illness when it develops, we wait until the person commits a &lt;i&gt;serious&lt;/i&gt; criminal act, they get arrested ($), jailed ($$), run through a trial ($-$$), and then sent to prison($$$).
