This is a testament to the ignorance in America perpetuated with the ignorance of congress. IN 2008 the US economy crashed and was walking into a sinkhole. GM cried all the way to the very same congress asking for 60B to stay afloat or 2.2MM jobs would worsen the economy so they cried. AT that time GM new their ignition switch was faulty due to cost costing extremes but could do nothing about it without asking a court to protect it from litigators. The choice was obvious and every congress person on this panel should know this. Congress has become a reality show at the cost of voters. Stupid is as stupid does.

Does this surprise anyone? Being a state employee means getting a budget and spending it. There is no doubt a small army of engineers and designers on the DOT staff. Most could'nt use a design station or calculate a vector. The best part is the job security. If a DOT employee actually miscalculates a design or misses a deadline, they might be held accountable, and thats just not inherent in state employment. Hire a consultant, point the finger down the road if something should go amiss. This is not the only agency that should be reviewed....

A couple other ideas come to mind. Theres no reason to make up fees anywhere. Prior to 1988, fee based income for banks was non-mentionable on income statements and its in the greater good to return to what banks do. Several other ideas for making up any income might include, making loans with long term fiscal responsibility in mind instead of quarterly reports. Like all retailors, when sales per foot declines, its cost control time. Lets say, eliminate in the money stock options for senior Mgr's, return officer pay to 36 times the average employees wages, and stop trading paper such as derivatives. Banks lend, that is how they should earn their income.

While his heart appears to be in the right place, I would suggest a kick in the pants start to the
season. Economy aside Im getting offers for Badger tickets which says alot about public perceptions and opinion. Go the extra mile and don't talk about helping players be successful, show them by example. There is no other way. Leaders lead with behavior that reflects values of admiration and its this trickle down that is so badly needed right now.

Let us hope that the fun will begin when a half dozen Madison insiders decide its their turn to govern and the outsiders start tripping over themselves for our amusement. Unfortunately though, the state itself is facing economic structural changes that will take a decade to sort out. I expect disposable income is down even more. But Wisconsin is so far down the lottery curve, Im amazed it functions at all. If one compares Wisconsins lottery via internet, it is not classified as a true lottery. I believe the public is more aware with information available. So we simply stop at MN or IA where tickets odds are designed as 1 out of 3 winners. This is called cash turnover. Madison dont function with real world economics. Meanwhile, cross the stateline and by a powerball. The odds are better...
