Some markets (ex: hardware-enabled - payments) simply require capital to win. That said, I think that the lean start-up movement popularized low-budget start-ups with both venture folks and entrepreneurs alike.  Some smart entrepreneurs are recognizing the fact that most of the other talent is overly focused on low-cost opportunities.  They will use this as air cover to run for higher-risk high-investment opportunities that their peers are avoiding due to some irrational stigma.
