Arguments contending marijuana is a huge taxation source and legalization will keep the cartels from moving further north were called "weak". The stronger consensus came from the fact that the public disagreed with a law and tried to change it through the voting institutions. The procedure of bill passage failed,laying further groundwork for life outside the auspices of the formal institutions to continue and flourish as illegal. That is a recipe for terror throughout all of Latin drug history with the State!  That mass of public opinion did not go away. They are now a "resistance" to U.S. law, an insurgency with a belief they want the system to absorb and reflect. The system failed yet the proponents' interests remain. The best argument for legalization will likely be to stop violence associated with marijuana importation after a period of "violencia".&lt;/p&gt;&lt;p&gt;This platform now too closely resembles the Nicaraguan Resistance, or Contra Rebels. They weren't "terrorists" but were merely the "Resistance".
