Mikhail was open about his past when the family applied for permanent residency status.&lt;br&gt;The problem is, former members of agencies that have spied against democratic governments are not eligible for permanent residency in Canada."&lt;/p&gt;&lt;p&gt;It was because they lied about their past when they came to Canada by making no mention of his KGB background when originally coming to this country.  It was only when he was applying for permanent residency (and most likely fearing a background check) that he eventually came clean. The main difference between the two is that USSR won the war (after changing sides - look it up!).
