If the framerate ever dips, the tracking suffers, and people get disoriented. So if the main game can't function at the high FPS required, they have to hand-craft content for VR. This is what's going on in Gran Turismo Sport: VR mode is you and one other car. I'm certain this is because they can't render/physics more than two cars and keep the framerate up.
