Peter Lee never said that 78% of all covered California program members will see a decrease. That is the 235,000 out of 300,000 silver plan buyers.  If you do the math that works out to about 17% of the 1,400,000 covered ca participants that will see their rates decrease. The remaining 83% of us will likely see an increase. It would be a better measure of audience engagement than just the numbers.
