I don't know either, but according to AP this evening:

"Republican presidential candidate John McCain has not publicly pressed for their reinstatement, though many GOP insiders expect them to have full voting rights as well."

But the one drawback with Bayh (as opposed to Biden) is that he won't bring serious foreign policy experience to the ticket.

Brendan - what you really need is a more sweeping 'natural disasters' or 'acts of God' exemption. The insurance industry has one - why can't you?
