Carriers put a lot of effort into locating real estate and getting approval to build towers (small plots to house unsightly and possibly health impacting equipment). Since "carrier A" is unlikely to directly negotiate with their fierce competitor "carrier B" to share a location, SBA acts as an intermediary. They own the land and lease the same location to all carriers.  That way the costs are split among carriers and the carriers have a lot less hassle finding sites.
