Some other dysfunctional reasons come to mind.&lt;/p&gt;&lt;p&gt;I've run into people who desperately want to "play office". They want staplers and lunchrooms and to bring people in to show them the busy workers much more then they want to built products or accomplish tasks. Hiring the best, most productive remote remote workers would runs counter to their desire to "play office" and is therefore unacceptable.&lt;/p&gt;&lt;p&gt;There are also people who actually want to look over people's shoulder in a form of microsupervision and see people working. More so than just "playing office", this comes from a steadfast belief that workers are less productive out of an office environment. Productive workers who are remote can do nothing to assuage this anxiety in the employer. Neither can examples, say of successful officeless projects. Obviously Linux and Apache would be more successful if there was an official Linux office where everyone punched cards.&lt;/p&gt;&lt;p&gt;And then there's Marisa Mayer who correctly understands that teams that are constantly communicative generate more ideas and work better together, but mistakes colocation as a prerequisite for that. Someone should get her on IRC.&lt;/p&gt;&lt;p&gt;Also, many people genuinely prefer to work in an office with other people. In my experience these people are rarely the programmers.
