National Guard has their own position of "commander", and he reports upward to the Defense Secretary, who makes his own decisions (presumably) on advice from the President, OR under explicit orders from the President.  These men later defended their inaction by saying they got the advice, but not the explicit orders.&lt;/p&gt;&lt;p&gt;Others involved:&lt;br&gt;(1) Local authorities (like D.C. Mayor Bowser) can request National Guard help for their own police.&lt;/p&gt;&lt;p&gt;(2) The Capitol Police force reports upward through their Congressional board (and ultimately to Nancy Pelosi).  The board can also request National Guard help.&lt;/p&gt;&lt;p&gt;(3) The President can take control of the National Guard of all states and D.C., but only by statute, or in emergencies where local forces are insufficient to quell violence (that is, not necessarily with a single telephone call).&lt;/p&gt;&lt;p&gt;In 2020, the D.C. mayor rejected additional troops to put down the BLM race riots (not wanting to hurt the rioters).  Trump then determined that local forces were insufficient and went over her head, sending the D.C. National Guard to support the city, as well as working with nearby governors' troops.  Trump was severely maligned as dictatorial for this, and the seeds were planted for a bill that finally passed the House last year that would take control of the D.C. National Guard AWAY from the Secretary of Defense and give it to the D.C. mayor.&lt;/p&gt;&lt;p&gt;In 2021, Trump, along with his Department of Defense, the Capitol Police board, and Mrs. Bowser, was nervous about Trump's CALLING IN THE NATIONAL GUARD to the Capitol protest where he had already been accused of trying to overthrow the election.  It was worried that this would look to some people like Trump himself was trying to storm the Capitol (which you and your party have accused him of doing anyway, without the deployment), or anyway, that the U.S. was in a chaotic state.  So Trump SUGGESTED to his Secretary of Defense to deploy up to 10,000 troops, but did not sign that order unilaterally, as there was no emergency yet to respond to.  The Secretary heard the advice but then sat on it, determining that only 340 would be needed.  This was communicated to the D.C. Mayor, who agreed to request this many -- but she (still not wanting to hurt protestors, apparently) instructed them not to confront people or carry weapons, and only help direct traffic and respond in case of emergencies.&lt;/p&gt;&lt;p&gt;The Capitol Police were the first to be aware of their insufficient manpower (with 1,400 officers facing several thousand protestors).  As the protest unfolded and a minority of people got rowdy and entered the Capitol, they repeatedly requested help from their own board, but this was denied, while being bounced back and forth with the DoD, for the same reason of looking bad.  These people seem to have been at the actual decision chokepoint.  Bowser eventually asked for more National Guard troops, but it took three hours to happen.  Meanwhile, D.C. police were sent in (several thousand of which were on duty), and Trump requested the protestors to disperse.&lt;/p&gt;&lt;p&gt;Perhaps 90% of the protestors never went to the Capitol after the rally.  Of those who did go, up to 15% also entered the Capitol building, some by force, others without force as policemen did not decide to confront them.  Of those roughly 1,200 people, one protestor was shot dead by the Capitol Police.  In the total group, three others suffered heart attacks.  A policeman had a stroke and later died.  Many people including peace officers had been dinged up by scuffling; some property had been damaged.  Selfies had been taken.  The electoral voting was concluded by Congress despite an interruption when a group of demonstrators made it to the voting chamber.&lt;/p&gt;&lt;p&gt;A few arrests were made on the day, but eventually, the majority of those who entered the Capitol were arrested.  The FBI found no evidence of official-level coordination for the trespassing, only actions of individuals and a few small civic groups.  Hundreds have been imprisoned, many of whom have already been released.  The longest sentence given was 22 years; the shortest (received by many) was two weeks and a several-hundred-dollar fine for the crime of "demonstrating in the Capitol".&lt;/p&gt;&lt;p&gt;And Democrat politicians were left to act traumatized on camera, rush through a second impeachment of Trump, and absurdly paint the whole thing as an "insurrection" on par with a foreign military attack.&lt;/p&gt;&lt;p&gt;You are free to believe Trump hates democracy, as most Americans are also free to believe that Harris hates capitalism, borders, diplomacy, and interviews, and is incapable of being president.  But can you begin to understand how many layers of command were involved, and how your idea that Trump by himself was in charge of security is completely wrong? Wade and reverse the bad law.  No poker player would have folded with this hand.  Furthermore, what do we now say about every other more plausible moral "fait accompli", such as free access to pornography?  The same argument would sabotage the Church on every issue they still dare to make a peep at (no longer including the kowtows on illegal migration, CRT, or vaccine mandates).
