Racial quotas are intended to counter act racism, but instead creates new forms of racism and inserts those who are lower in ability (and I'm NOT saying because of race) into an environment where they struggle to compete.  All the while, the free market is rectifying all the above without centralized intervention or taxes.  Cars today put out less carbon at full speed than they used to in idle.  Companies are always trying to reduce plastic in products to reduce cost.  Markets have repeatedly shown to react well to real market signals.
