The rule under the DOM entry explicitly states, "non-vehicle units". Until the models disembark, what is on the table? That's right...a vehicle. While it makes logical sense for the DOM to be able to get the guys inside according to the fluff, the rules seem to cover the situation and indicate the contrary. Why put the bit about "non-vehicle enemy units" in there at all, otherwise? Do vehicles have wounds? Nope, so the intent of the rule is clear. The thing is going too fast, or there's too much metal around the passengers, or whatever you need to tell yourself fluff-wise - but Spirit Leach CAN'T hurt embarked models. They're a vehicle until they pile out. The X goes through the middle and that defines the arcs. In the case of a raider, for instance, the X would be centered over the flying base post. You draw your arcs from there. Sorry, no free 3+ perma-save. This gives you your arcs. I actually haven't decided what characters to include in my army yet as 'staples'. I do know that my army will include a MoFo on a bike. A railgun that can move 12" a turn? That's one badass MoFo.&lt;/p&gt;&lt;p&gt;Anything that make Sisters more dangerous is bad! BAD! I can't wait for them to be beaten to death with the nerfhammer. They desperately need it.&lt;/p&gt;&lt;p&gt;As for tournaments...they've darn near ruined the game. I am personally SO GLAD that GW is finally paying them less attention. Games are about fun, tournaments are about winning. The two are antagonistic in my opinion, and that conflict has harmed the hobby overall. The rules can and SHOULD be written with what is fair and what is fun in mind - NOT what it will do to tournament play. That is the LAST thing anyone should consider in writing game materials.
