It's not like the deadline was unreasonable -- if the law was passed in 2004, these places had 3+ years to come into compliance. The chicken and egg situation that these private clubs are in (needing a liquor license to buy sprinklers, but losing their liquor license because of no sprinklers) was avoidable with some planning. It appears that they chose to test the consequences of ignoring the deadline.
