Corrected it for you. Powerful? Hardly.&lt;/p&gt;&lt;p&gt;The so-called yellow areas in Toronto have been losing population because intensification is a no-go in the land of detached houses. Instead you get spikey tall development along major corridors where there are substantial issues with infrastructure such as transit and schools. Imagine looking down at a school from your apartment but you can't go to it because it is over-capacity. Wonderful planning.&lt;/p&gt;&lt;p&gt;She chose to use her limited capital on fighting the Mayor of the Gardiner Expressway replacement. It was her Planning Department that fudged ridership numbers to support the Scarborough Subway Extension. The data for the Scarborough LRT showed that ridership could barely justify the LRT, but now all off a sudden there were enough riders for a subway extension to a suburban location?&lt;/p&gt;&lt;p&gt;I don't necessarily blame her. When it comes to urban planning and transit planning, Toronto City Council has to be one of the most ineffective bodies in the world. This was billed as a 'new regional health care system' but oddly excludes a hospital in Leamington Ontario (southeast of Windsor). Originally, the process began as a way to consolidate and REDUCE the number of facilities from three to less than three and to provide a cheaper alternative to proposed $1.3 billion expansions at the existing two hospital sites (there was a fear that the province wouldn't approve both expansions due to the cost).&lt;/p&gt;&lt;p&gt;The process ended with the announcement of four sites being developed or redeveloped at a cost of $2 billion plus. Four is not less than 3 and $2 billion is not less than $1.3 billion. But shiny new hospital on the fringe of the city. It's just outside what one would call a downtown. The core area is a better description. It's located on the main north-south street that goes downtown and divides Windsor into east and west halves.&lt;/p&gt;&lt;p&gt;Besides excellent transit, cycling, pedestrian and automobile access, there is plenty of parking around that hospital. You can park all day for $3 - there is even some free on-street parking. There is housing to the west and east.&lt;/p&gt;&lt;p&gt;The consolidation of the hospitals only happened when Windsor Regional Hospital (WRH) and Hotel-Dieu Grace (HDGH) swapped hospitals. At one time, both WRH and HDGH had one acute care hospital. Just before this new hospital process began, WRH and HDGH swapped facilities. WRH became the acute care provider and HDGH became the non-acute care provider. It was clear what was going on. I've noticed this behaviour several times over the past 3 or 4 months - does not find anything automatically, but manually check and an update is available. Very strange.&lt;/p&gt;&lt;p&gt;Using Windows Update Troubleshooter usually finds something and corrects it. In my own municipality, a transportation planner was upset when I switched from rounding up to rounding down required parking, because apparently not requiring one additional parking space was going to create chaos or something bad. No, seriously. I said chill, it's one parking space. It's going to have no impact. I did round up accessible and bike parking. They were quiet on that.&lt;/p&gt;&lt;p&gt;In my city there is only one business that uses most if not all of its parking: Costco. Despite the full parking lot, Costco removed about 50 parking spaces to put in a gas bar. I guess the profit margin was greater for the gas bar than from the shoppers they may have lost. The only other commercial operation that I can think that has full parking lots on a regular basis is IKEA. Almost all commercial uses in the Downtown and Business Improvement Areas are exempt from providing parking.
