One group moves in another group moves out. The demand for housing fixes the price of land. When large plots are too expensive ( a middle class home) then flats are built at a lower cost to the buyer but more money for the seller. In the rural parts of Jamaica you have professionals in good houses next to shacks and houses owned by those who are or have been foreign. In the urban areas the only way to get a socio-economic mix is for the state to stipulate the inclusion of social housing. To have development with different levels of density next to each other. Jamaica has inadequate waste collection. The reason is that the people who should be doing it are not given that role. The Parish Councils should be collecting waste from everyone. Either employing people directly or private firms. Businesses should have the option to use the parish or private contractors if there waste is more than for a domestic premises.&lt;br&gt;The NSWMA should manage the disposal of this waste. In fact they should build incinerators and make JPS buy the electricity. People sign a document to let their relatives know that revenge would dishonour them. The best revenge is for the police to arrest the murderer. &lt;br&gt;Also how many murder enquiries have stopped just because a suspect was killed by the police. For they may have killed the wrong person.&lt;br&gt;The solution is to have police secure the murder site and a forensic team came in to get hard evidence.  We have enough murders, maybe forensic investigators will come from USA or UK for the experience. This can be achieved if nurses are promised no prosecutions or money claw back. I am sure that anyone dishonest in 2006 could be prosecuted for dishonesty in 2008. That is if anyone fraudulently claimed in 2006 they would still be fraudulent today unless they have given their life to Christ and are now honest. Any overpayment is due to the  ministry and not the nurses. Utterance made so far are blaming the nurses for a badly thought out bonus scheme. Shame, on the ministry.
