A failed health check for me means i'll kill the instance and replace it with a new one (automatically and within seconds).&lt;/p&gt;&lt;p&gt;If the instance is running without problems but the database is dead I'd be killing instances left and right until the DB is back up (needlessly introducing CPU load - adversely affecting other systems).
