Oops, I just found the ban by IP under the "Permissions" section. Perhaps a link to ban by email/ip could be added on the user-specific page that is linked from the moderation screen, along with the ability to delete comments as I mentioned on the user page, though.

Yes, registered users that have more posts than the users that are up there are not showing up at all, and the registered users that are showing up have incorrect post counts.
