Wouldn't you do a cost analysis BEFORE you spend money?  They've looked at sites, hired consultants, done feasability studies... all now wasted.  I can tell you one way that buku bucks could be cut out of this project.  Stop trying to develop the Oliver Road area into a metropolis of government funded and built projects.  There is a GLUT of developable manufacturing facility in the city that could be done for considerably less cost.  Additionally, it's near your population center. They're wasting their endowment trying to operate a charitable organization like a Fortune 500 company.  The head of the board isn't even a Shriner.  How can that person truly know what the organization is all about?  They certainly were not taught about it wherever they recieved their MBA from.  Shriners refuses to actively seek funding from the public. It is not a project.  It is not publicly subsidized housing.  People who live there choose to do so.  They pay their own rent, bills, etc.  If there is a problem with a building it is up to the tenant to notify the landlord.  If the landlord is unresponsive, then there are various government agencies that can step in and take action to force repair of said issue.  This fire is a tragedy and could've been easily avoided by a few people speaking out and not waiting for someone to take care of them. It seems that a trucker made a concerted effort to miss the bridge over wintergreen gorge.  Both of the tow trucks and a service truck from J&amp;amp;C Enterprises (the shop where I keep my truck) were dispatched to recover the truck.
