Strange to having bragging rights to "10 seconds a year" but have to change the battery every year - possibly at a watchmaker?
It may be easier to change the battery every 5 years and adjust the watch a few times each year?

Do you want to pay for a new, state of the art, English parliament building? A new bureaucracy? A new security force? New Logistics organisation? Perhaps a new English upper house of Senators? and on and on - all at the taxpayers expense?

English MPs only should vote on English matters. Simple.
