I was just talking with a home owner outside of the appraisal proccess yesterday because he knew I was an appraiser.  In his case he completed the loan application in June, the appraiser came for the inspection in August and the lender was closed down by the Fed's in September.  These is no way to even know who did the first appraisal to contact them to see if they could discount another appraisal report since much of the work was completed by that appraiser.  He paid $550 for that appraisal and now he starts the process all over agian with a new loan application and new appraisal fee.
