Because he kills all who oppose him. like a child with a gun he'll use it as he sees fit. Is there anyone who you hate or hates you? All they have to do is forge some evidence, make up a sob story, and put you at the scene of the "crime". And , before you could even prove your innocence, kira would put you in the same category as all the other criminals. You would be killed just because someone doesn't like you. And there really isn't much that could be done about it. You may say " kira wouldn't do that!"...

Calm down! True , it is based off of fiction. But it is also a means of answering deep questions we all have. You cannot capture all who are guilty, realistically most will get away and some may even be arrested under false charge, but we are all improving to some degree. So the meathods of capturing criminals will improve. possibly to a point where our current meathods seem primitive.

Exactly, he was just about to test the notebook. once he confirmed that the 13-day rule was fake, he would have immediately captured misa and light. and with light no longer able to use the notebook, he would have sentenced light to deth.
