Bailout is not the answer, but supporting growth is.  Let's put this in another perspective.  A business owner today has plans that would expand his or her business, creating more jobs and increasing their income.  They need capital to do this.  The obvious place to seek this funding would be the banks, they go and are turned down.  No expansion, no new jobs and no additional income.  Why would a bank turn them down?  They are throwing billions at other businesses, (Wall Steet) why not to the small business owner?  I don't think banks should just give money away to people who have no viable plan or perhaps not credit worthy, but I do think it is crime when banks just shut down their role in our economic process which casues the rest of the economy to fail.  In my opinion this is the simplest form of "economic terrorism".  If this were done by an outside group trying to disrupt our economy someone would either be shot or go to jail, well?  The banks can hide all they want and the government can help them hide, the fact remains that they play a vital role in the economy of this nation and they have failed to do so for the past two years. This brings me to respond and clairify a couple of issues that I see within our banking industry.  First we must all realize that there are worms in our system, real worms, they are raised on Wall Street and within the big banks.  Is it greed that is driving these guys, 100%, nothing more, nothing less.  When I think of an economy, in any country, I think of three things.  The supply side, (manufacturing) the demand side, (consumers) and the financial supply side, (banks) that actually make the first two puzzle parts happen.  Manufacturing needs money to expand and grow and hire more workers, the demand side needs financing in order to make those purchases, both of which depend on  the third part of the puzzle, financing, banks lending.  I don't see what is so hard to understand.  I look at our friends in the small country of Denmark,   their economy has bounced back and unemployment is going down daily, all because their central bank told all the banks, no more money.  No more money unless you start loaning to small businesses and assist with expansions of these small businesses, and new businesses looking to start up.  You see, they understand that without funding, banks and lending, nothing is going to happen.  Let's look at an economy on much simpler scale.  A crago/container ship taking goods and products to those who want to purchase them.  Nothing hard to understand so far, right.  Now the safty net that will ensure that this ship completes it's mission is it's pumps.  You see the supply side of the economy has done it's job, it produced and put the product on the ship.  The buyers are waiting to see the new products and hopefully to purchase them.  Now the financing arm kicks in and makes all this possible.  If you turn the financing off then you have turned off the pumps of the ship and it will sink over time.  As I see it now the water is up around the top of engines and rising.  Things are not good on main street, but things are great on Wall Street and within the big banks.  I would say that perhaps the government may need to take over, but then I am shocked back into reality, it's the government that has either been too stupid to see and understand this, or they are simply the head of the problem.  Would lending help small businesses expand, develope and start up and start hiring more workers?  Absolutely it would.  If those new workers were to make application for a new loan to do a little purchasing they would now qualify because they now have what?  A paycheck, what a concept.  &lt;br&gt;My solution to this problem is stil lthe same.  The Fed should start a new policy that from now on all banks that borrow shall pay a higher percentage for the money, today they are paying almost nothing.  This percentage goes down if they agree to loan a certain percentage to the growth of small businesses and new start up businesses.  This is nothing more then what many of our EU neighbors are doing, and it works.
