The key hallmark of a recession is reduced consumer demand.  When the consumer demand is reduced, government needs to increase its demand by domestic spending to pick up the slack otherwise the producers-businesses will go under and we all lose our jobs.&lt;/p&gt;&lt;p&gt;This is basic Keynesian economics.
