I had the pleasure of serving on the Anacostia Museum's first Juneteenth Festival advisory committee, and members who were Prairie View A&M alumni made sure that the Texas roots of the holiday were emphasized. A wonderful book by the late William H. Wiggins Jr., O Freedom: Afro-American Emancipation Celebrations, sadly out of print, describes several other emancipation holidays celebrated around the U.S. Each one deserves a fresh look today.

Artists and nonprofit arts organizations in surrounding jurisdictions can recieve support from municipal, county, and state cultural agencies. DC artists and nonprofit arts organizations have only the D.C. Commission on the Arts and Humanities. Putting the Arts Commission under the Radio-TV-Film agency, which regulates for-profit cable providers and gives tax breaks to for-profit film companies, is inappropriate and alarming. If adopted, this plan will accelerate the exodus of DC-resident artists and cultural organizations.

In the 80's, Go Go was blamed for crime because the few bad guys liked the same music as many good kids. During that period the DCPD did not allow the security personnel of Go Go venues to secure the area outside their doors, but failed to adequately patrol it themselves. It's not the music that was to blame, but bad public policy.

An artist without studio space is a "former artist." Art creation space has been neglected in DC Metro area cultural plans. DC government has been more concerned with arts presentation space, which now serves touring artists from elsewhere. 3 decades of DC cultural policy has effectively exported DC artists and imported artists from other jurisdictions.

Torpedo Factory was once a place where artists could get work done, but now it's more of a theme park, window-dressing for the retail establishments that dominate the development. That's how these things deteriorate.

Commendable; an artist without studio space is a "former artist." But who decides on the artists? Peer-review is standard practice for serious cultural organizations. And why only 10 artists? A schedule of sharing could triple that.
