Gary,
I have been living in Mexico for about ten years. Banking has never been easy or logical. I have three bank accounts just to make sure that I have one that works when I need it. I use Banamex, Santander, and Banco Bajío. So far Banco Bajío seems to be the most service oriented and reliable. I haven't tried Walmart yet so I can't recommend it but you might give it a try.
