Don't any of you take issue with the fact that the City is charging 85% of the CITY Engineer's salary to City utility ratepayers?&lt;/p&gt;&lt;p&gt;On another note, I'd love to hear your opinions on the City's plan to DECREASE its fees for new connections. Some of what is going on seems so backwards to me.  It's almost like a double windfall for certain propery owners. The ratepayers pay for the upgrades AND the property owners/developers pay LESS to connect to the system.  Has anyone considered INCREASING the connection fees to help offset the cost of the upgrades that are going to allow for increased density? If the City truly intends to use  100% of the bond funds for the WWTP, then how does the inability to issue bonds for that project slow down/halt the progress of Winslow Way?&lt;/p&gt;&lt;p&gt;Maybe you could answer this as well.  If the ratepayers main objection to the issuance of bonds was the fact that the ordinance authorizing those bonds said that they would be paid for with money from the "waterworks", and the City intends to only use sewer revenues funds to pay them back, then why didn't the City just avoid the time and costs of a SJ motion and just amend the Ordinance?&lt;/p&gt;&lt;p&gt;If the other objection is that they didn't get a recommendation from the UAC, then why not hussle that along and get their recommendation?
