No exceptions...&lt;/p&gt;&lt;p&gt;There should also be a a "code of conduct" set of rules - especially with respect to the useage of profanity. I took my children there to use the park and there were so many "F" words flying out of kids mouths that after 20 minutes I took my children home.&lt;/p&gt;&lt;p&gt;This park is a public facility and there should be rules to make it a place where we all can use the park and bring our children there without having to address these issues. Gilbert, AZ has a skate park and they have parents enoforce the rules (helmets and language) with little issues. Cussing is not allowed and if someone does not obey the rules - they are escorted off the property by either city park rangers or police.&lt;/p&gt;&lt;p&gt;Here is my proposal -&lt;/p&gt;&lt;p&gt;#1 - Charge a yearly fee for children under the age of 18 and adults to help cover some of the cost to run and maintain the park.&lt;/p&gt;&lt;p&gt;#2 - Develop a video on the safety requirements, code of conduct&lt;/p&gt;&lt;p&gt;#3 - Make it mandatory for all children under the age of 18 and their parents to watch this video and sign a waiver / contract to obey all of the rules and the consequences of not folloing the rules.&lt;/p&gt;&lt;p&gt;#4 - Provide an identification badge that is REQUIRED for each person to wear (clip on a shirt of pant) while using the facility (and must be shown upon checkin)&lt;/p&gt;&lt;p&gt;#5 - 1st offense : If someone is in violation of any of the rules and safety of the park - then require them to retake the video training - at a cost of 1/2 the cost of the yearly fee + suspend priviledges for 1 month. And then reassign them a different colored ID badge (to track them if they are 1st time or 2nd time offenders) Parents must also attend this video again with all children under the age of 18 and sign another waiver / contract.&lt;/p&gt;&lt;p&gt;#6 - 2nd offense - and immediate 6 month suspension of park priviledges. Increase renewal fees by 2X and again have them rewatch the video (with parents again for all children under the age of 18) - issue a different colored badge to signify that they are 2nd offense violators.&lt;/p&gt;&lt;p&gt;#7 - 3rd offense revoke park priviledges for 1 full year - increase the park fees by 3X&lt;/p&gt;&lt;p&gt;Let's state this for what it is : not wearing a helmet is NOT an expression of freedom when you are using facilities that are provided to you by either the city or another person.&lt;/p&gt;&lt;p&gt;The questions that need to be asked are :&lt;/p&gt;&lt;p&gt;Where are the parents of these kids who blantantly diregard the rules and think they are exempt from following the rules of the property?&lt;/p&gt;&lt;p&gt;The park is a beautiful facility that should be a place where all children and adults who use the park should feel priviledge to have such a facility that they have access to.&lt;/p&gt;&lt;p&gt;#7 - 3rd offense&lt;br&gt;&lt;/p&gt;</description><dc:creator xmlns:dc="http://purl.org/dc/elements/1.1/">MHBorn</dc:creator><pubDate>Wed, 22 Jul 2009 17:08:05 -0000</pubDate></item><item><title>Re: MorganHillTimes.com | Anarchy at the CRC</title><link>http://www.morganhilltimes.com/news/257716-anarchy-at-the-crc?FORM=ZZNR9#comment-13066896</link><description>&lt;p&gt;Where are the parents of these children ?&lt;/p&gt;&lt;p&gt;It is sad to see the "adults" who use this park also refuse to use helmets, you would think that they would consider it as an example for the younger kids.&lt;/p&gt;&lt;p&gt;The park is a priviledge that has been provided by our community for the enjoyment and use of it's citizen's - it is not a right. Like other rules that must be obeyed at other parks (camping, barbeque, fishing etc...) this is no different.&lt;/p&gt;&lt;p&gt;My suggestion is this: &lt;br&gt;#1 - First of all there should be a video created for the safety and code of conduct for using this park.&lt;/p&gt;&lt;p&gt;#2 - secondly - All users of the skatepark should be required to watch the entire video - children under 18yrs old should be accompanied by their parents or legal guardian. And receive a badge that they have to wear at all times in the park. (skatepark license or Identification sticker)&lt;/p&gt;&lt;p&gt;#3 - After viewing the video they should be required to sign a contract stating that they will obey all rules regarding the useage of the park.&lt;/p&gt;&lt;p&gt;#4 - If they violate the code of conduct "First offense" they lose their sticker (park license) for 1 month and must rewatch the video and sign another contract with notification of more significant penalties for failing to comply. I tired very hard to be objective and provide as much information as possible and some "fuel" for thought to those considering purchasing these types of vehicles. It does sound as though you have a direct connection to this business and thus have a vested interest.&lt;/p&gt;&lt;p&gt;One area I did not touch upon in my first post on this subject is the consideration of SAFETY.&lt;/p&gt;&lt;p&gt;Safety is a MAJOR part of the decision process and I should have provided some of my thoughts and experiences with this area as it is a matter of life and death.&lt;/p&gt;&lt;p&gt;My first car had issues with vehicle weight (balance) - let me explain - the first car I had had it battery pack in the rear of the vehicle and the weight distribution was about 35-40% (front) to 65%-70% (Rear) which greatly impacted the vehicle stability - especially during aggressive braking in wet of even dry conditions. The weight was also slightly "off-center" towards the driver side especially if there was no passenger in the vehicle with me. So my advice is to ask the car dealer about the weight distribution (front to rear) and if the weight is "centered" (left to right) especially if the vehicle has 1 -2 people in it. Learn about the braking system as well - I strongly urge you to aggressively test the braking of the vehicle as part of the test drive process (straight line - left and right swerve braking)&lt;/p&gt;&lt;p&gt;Also - please consider the fact that most accidents occur near the home or during running "routine" chores around town. These cars will not fare very well vs. normal gas vehicles even at speed of less than 15mph. I was rear ended at a stop light by a small Volkswagen who hit me at about 10mph and the result was I ended up getting my 3rd electric vehicle (which I drove a total of 300 miles in 9 months) as well as an injured shoulder and sprained wrist and twisted knee.&lt;/p&gt;&lt;p&gt;Here is my personal thoughts about and warnings about those considering purchasing one of these smaller electric cars: I would not recommend people with families to (mothers and fathers with children) purchase one of these cars - because the risk of injury or death is too great. I totally understand the idea of being more conscience about our environment and strongly support conservation and the efforts to reduce emmisions - but not at the cost of placing oneself at risk - leaving behind children, spouses, family and friends.&lt;/p&gt;&lt;p&gt;You can drive one of these cars as defensively as possible - but you can not control the other driver's actions (as evidenced by someone running into me at a stop light) I was lucky and I know if I had been hit on the side of the vehicle I probably would not be here today. I am trying to locate the pictures of my accident - if I do locate them I think you would be shocked to see the amount of damage my vehicle sustained in this accident (If I find them I will ask the MH Times if they would post them on thier website)&lt;/p&gt;&lt;p&gt;I hope that my thoughts and experiences shed some light and provokes those who are considering this alternative sit back and consider all of the factors that should be considered before purchasing a vehicle like this.&lt;/p&gt;&lt;p&gt;Bottom line is this : Know what you are purchasing and for what purpose you are purchasing it for. My desire to be "eco-friendly" was my main motive so I tried 3 different battery technologies in my attempt to find a suitable solution.&lt;/p&gt;&lt;p&gt;My point to those considering purchasing an electric car is to really think about ALL of the positive AND negatives - do not rely on the dealers to provide you with all of the information - after all - their objective is to sell the vehicle.&lt;/p&gt;&lt;p&gt;The costs of operating an electric vehicle are grossly over - exaggerated - the costs are not 2 cents a mile but more like 5-7 cents a mile (at a minimum) - and can be much higher when you factor in the costs to replace batteries every 3 yrs or so (at a cost of $2000 - $5000 depending on the number of batteries or types of batteries in your vehicle)&lt;/p&gt;&lt;p&gt;Let's consider the following: (remember the cars are used pretty much for city driving exclusively)&lt;br&gt;1) Average 25 miles a day 6 days a week = 150 miles a week average&lt;br&gt;2) 52 weeks per year x 150 miles = 7800 miles a year (let's assume 5 cents a mile ave) = $390 costs&lt;br&gt;3) Let's say the batteries last 3 yrs and have to be replaced at a cost of $2000 (best case scenario) = that adds an nearly an additional 12 cents per mile on top of the 5 cents per mile for a total of about 17 cents per mile&lt;/p&gt;&lt;p&gt;Now consider the following :&lt;br&gt;1) heater and air conditioning are run by the battery which impacts the total distance of the vehicle as well (if your vehicle is equipped with these options) I hope they are especially during cold or hot days.&lt;br&gt;2) All other functions such as lights, windshield wipers, radio etc.... are also power draining sources - so be sure to ask what are the impacts (range of the vehicle) if all of these types of options will be running.&lt;/p&gt;&lt;p&gt;3) AC batteries are better than DC batteries - so check into that as well - but there are also higher costs involved (when considering this technologies AC batteries vs. DC batteries : Better does mean more expensive)&lt;/p&gt;&lt;p&gt;4) Advantages of electric cars are they do not idle at stop lights - so you can conserve energy by shutting down systems during stops - and of course open windows.&lt;/p&gt;&lt;p&gt;My advise to those considering purchasing an electric car is to REALLY do your homework. Go online and research all of the "Pros" and "Cons" - and be aware of who is writing the reviews or advice.&lt;/p&gt;&lt;p&gt;As much as I hate to admit it - comfort and reliability and time were factors in my overall useage of these vehicles (provided to me by my company) I think if I were to actually purchase the vehicles - I would have probably stopped after the first vehicle. My commute into town was about 6 miles (12 miles round trip) it took nearly 25 minutes 1 way (with traffic, lights, stop signs etc.) I drove the vehicle twice when it rained and then decided to really never drive it during windy or rainy weather (I used a gas vehicle instead)&lt;/p&gt;&lt;p&gt;I found that the initial draw to the car wore off over time when all of the factors I outlined above (there are more) so I ended up using the vehicle about 75 miles a week or less (Since my company purchased these vehicles for me I used them as much as I could to commute to work everyday.)&lt;/p&gt;&lt;p&gt;I think that in general if you plan to use the vehicle for "daily chores' and have a clear understanding of how you are REALLY going to use the vehicle then it is a good option for you. If you think it will REPLACE your current vehicle - then seriously think again - because I guarantee you will be disappointed.&lt;/p&gt;&lt;p&gt;I personally think that scooters are better options - (of course not in rain or inclimate conditions) - but they lack storage space (even though you can add options to increase your carrying capacity) but that is a whole different discussion. These same people who use the Bible as the basis for their opposition I am sure - do not represent the Bible in the way it was intended for in the first place. These funds do not "magically" appear nor are these funds "endless".&lt;/p&gt;&lt;p&gt;My point is if the measure was SO VERY important to the organization that placed it on the ballot in the first place - they have a moral obligation to use the funds in a responsible manner.&lt;/p&gt;&lt;p&gt;Since they did not - I feel that they shold have to wait at least 2 yrs - so that the people who turned out to vote against this measure - have their voice heard and upheld for some period of time. These people took the time and voted - and for what ?? If any measure can repeatedly be changed AND funded because they did not like the outcome - what message does that send to the voters?&lt;/p&gt;&lt;p&gt;They may have used funds that could have been used for another measure that may have higher significance or impact than this one - since you correctly point out that these units will be built anyway....regardless of this measure. When you have to reconfigure the downtown area to accomodate for these housing units and additional parking the end effect will be alot of changes to the downtown business units as well (would it not?)&lt;/p&gt;&lt;p&gt;"Big box" stores or "mom and pop" stores I like them both - construction will cause people to stop patronizing businesses during times of construction.&lt;/p&gt;&lt;p&gt;Please understand - I actively participate in our community - I make a point to patronize our local businesses on AT LEAST a weekly basis (but I am more fortunate than most and can afford to do so) I was born in this town back in the early 1960's and went to EVERY single school in the town - I worked my way through college at the original Nob Hill, Sprouse Ritz (You probably don't know what I am talking about) - The 21 - Mile House Fruit stand on the south side of Morgan Hill (about where the Burger king is now) and even the corner drug store called "Bertelli's Drug". I am afraid this will drive voters away from the polls and create empathy.&lt;/p&gt;&lt;p&gt;It's like going to a store with your child and they ask for a toy and you say "no" - then 5 seconds later they ask again and again and again until eventually you either scold them or you give up and buy them the toy. I consider myself a pretty firm father - but even I must admit this has happened to me a few times. (Not a perfect analogy - but one I hope you get the gist of.)&lt;/p&gt;&lt;p&gt;I think also having some timeline like this will tend to make those putting together their issues/measures consider more strongly if their measure has enough public support and whether or not they have done their "due deligence" in placing their best foot forward - if not then wait 1 more year and then put your best foot forward and don't waste or take these funds for granted.&lt;/p&gt;&lt;p&gt;One of my biggest issues with any organization is quite simply "WASTE". It is about how during the first ballot they DTA made some assumptions and because of this - they feel they lost the vote. Resulting in a loss (albeit narrowly - but nonetheless a loss.&lt;/p&gt;&lt;p&gt;I have been very honest about my position -&lt;/p&gt;&lt;p&gt;The measure was put on the ballot - It lost because the voters of Morgan Hill voted it down. 1,2,3 ...10 votes it doesn't matter - IT LOST.&lt;/p&gt;&lt;p&gt;Again - before you get you get all fired up - sure they have the right to place it back on the ballot - but before they use MORE RDA funds - funds that YOU acknowledge come from the "Populace" - the SAME "Populace" that voted down the measure in the first place.&lt;/p&gt;&lt;p&gt;Don't you think there should be some reasonable amount of time to let the original outcome of the vote stand ?&lt;/p&gt;&lt;p&gt;Regardless, of my "Lack"" of facts as you state - fundamentally - on some level don't you agree?&lt;/p&gt;&lt;p&gt;Lastly - I did vote for this measure - as I stated in my previous posting - I personally support local business quite frequently - opting to shop locally vs. taking my money to San Jose to purchase goods - have have purchase 5 vehicles over the last 8 yrs (wife and children - just in case you think I am bragging) from local auto dealers even though I opposed the business breaks the city provided them.&lt;/p&gt;&lt;p&gt;I voted for the measure because "fundamentally" I would like to see the downtown area become relevant and the heart of our community - although I honestly have little faith in how the DTA plans for "revitalization" will work - or my concerns over how this measure will more than likely spell the end of business for many local businesses. But still I voted because I felt it was best.
