and to think this city manager ,city council and mayor wanted 26 sq. miles of peoples money to waste ,when the bills are not paid and services are down. oh did you know the city council is operating as awater bd. which is against state law.

Brian York is not supposed to be doing any city bussiness while he is the mayor ceramonies only, that puts him in violation of the
constitution of alabama!!!!!!!!!!!!!!!!!!

AMENDMENT 738 RATIFIED

Council-Manager Form of Government in City of Talladega.
(a) This amendment applies only to the City of Talladega in Talladega County.

(b) The council-manager form of government shall become operative in the city on the first Monday in October following the next municipal election of the city council and mayor.

(c) At the next municipal election and at municipal elections thereafter, a city council composed of five members elected from single-member districts and a mayor elected from the city at-large shall be elected. The five members of the council shall initially be elected from the same districts as the current city council. The mayor shall not serve on the council or participate in the adoption of ordinances or in other matters coming before the council.

(d) The city council shall employ a city manager under the terms and conditions it shall provide. The current city clerk shall continue to serve until the position becomes vacant, but shall serve under the direction of the city manager.

(e) The mayor shall serve on a part-time basis and shall be recognized as the head of the municipal government for all ceremonial purposes, but shall have no other administrative duties. The salary of the mayor shall be set by the council to reflect a part-time position.

(f) Except as otherwise provided in this amendment, the city shall operate under the council-manager form of government as provided in Chapter 43A of Title 11, Code of Alabama 1975, or as otherwise provided by general law.

(g) The city may exercise any powers granted to municipalities pursuant to general law.

(h) The City of Talladega shall remain under the council-manager form of government unless this amendment is repealed.

What's up York you messed up w/ annexation and not doing your only duties and give us our right to vote!!!!!!!!!!!!!!!!!!!!!!!!!! the city council as well!!!!!!!!!!!!!!

Maybe there should update there facts as the rest of the world has with really intelligent Independant and goverment studies, not just something published to try and sway the public to there ideals left over from the 40's or 50's.( proven to kill cancer cells in the brain)

Well it does no good to go to public meetings where you are not allowed to speak(In violation of the open meetings act) on the topic at hand even when it concerns you directly, so they have no record of your objections(on annexation and the laws concerning them) or a record of any negative comments and telling them of there errors. just sweep it under the rug and carry on.(censorship of the public opinion). When it does no good to talk to them you talk to investigators and other officials out of this area and share your records with them.

there was more than 2 people who did not want to be annexed!!!!!! if the VFW is annexed all the veterans will not get to have there turkey shoots any more city ordinances, and then the city will start handing out violations to them and placing citation and leins on there property

alabama wetlands, EPA, army corp of engineers, blm, national forest service and yes the national park service who ok'd something but i can't see it being this when there rules say different. all say this type area is to be protected and used for recreation who is lying to everybody? cheaha trail riders do not protect nothing. all these people can't be wrong and lincoln and the cheaha riders right

Good luck mr. Bowlin hope your run for mayor will give the citizens of talladega a mayor that can do the ceramonial duty ,(that the present mayor did not do in resolution 1802 the first attempt by the city to annex 26 square miles of county residents but then neither did city council do this as prescribed by 11-42-3) as prescribed by amendment 738 ratified and 11-42-2 between mayor and probate judge. mayor is apart time job with no administrative duty for the city, can swear people in to apppointed position for the city. hope this answers the letter to the editor by c. tucker in yesterdays paper
