We have a net outflow of the kind of residents the state should be struggling to keep here....self funded, taxpayers. The "unemployment rate" includes people shunted from full time into part time work without benefits.  It include "underemployed"...people like mid level managers having to work at entry level jobs.  It includes those who have been unsuccessful at finding work for so long that they have given up hope.  The true bellweather of the employment situation is the labor force participation rate -- another federal government statistic.  Its at the worst its ever been, with 95 million people out of work!  This is Obama's economic miracle. Your statement about capital gains is not based on fact, but political orientation.  Of course wealthier people benefit the most.  Who do you think the investors ARE in this country?  Poor people?  Lower middle class?  Of COURSE NOT.  Those groups don't invest in equities or debt.  But of course, you knew that.
