Very few people actually have fibre being delivered to their door. Mostly it's part of their network is fibre into a neighbourhood and then using copper for the rest of it. Rogers actually has a much faster network than Bell. Both residential options are not sufficient for what some businesses will need. It's been several years since 8gb was phased out, 16gb should have been phased out by now too.
