Anyone who steals, kills, or maims in my mind needs therapy. I think the person who did this should be punished. Whether or not that involves incarceration is not up to me but im a believer in second chances. I think that he should have to write a letter to each family whose cat he killed, and have to work at an animal shelter in addition to any possible prison time. If someone killed my cats like that, I would be upset, and maybe (although i doubt it) be screaming for him to be harmed or punished in some way to get revenge. For example, Osama bin Laden has family in Boston. You don't see them being blamed for this. Also, he has a son who has denounced his fathers actions.
