These unscrupulous spam mongering buffoons destroy valid plausible opportunities for many people. For what, this is what I want to know.&lt;/p&gt;&lt;p&gt;It would seem to combat spam we should penalize those who initiate it. Not with 30 days jail time, or house arrest or whatever. 1st time conviction, $1,000,000.00 or 5 years in jail. 2nt time 5,000,000 and 5 years in jail.  Of course there would have to be a baseline acceptable for this degree of penalty, overwhelming evidence, etc. etc. You can't just run around passing out penalties of that magnitude on small offenders, or people who broke the law out of ignorance.&lt;/p&gt;&lt;p&gt;The point is, until stronger stances are made there will be no fear, no fear of loss, no fear of death, these might be the most common characteristics in criminals.
