If I were you, I'd worry less about how many people are folowing you, and more about what your goals are for twitter and how can you provide content, engagement and value.  For example, a better way to get people to follow you is to reach out to them on Twitter.  A lot has changed since I wrote this article and simply playing the system won't get you the kind of results you are hoping for.
