Money corrupts and will erode someone's moral compass. In some senses, government subsidizes bad business practices as well (costs are pre-taxes) and assures entrepreneurs a government cushion. The list of ways government does this is long, but business people will say they are only behaving as the law allows .

Perhaps there was a better word, but at Merriam-Webster I see:

1 : liberal giving (as of money) to or as if to an inferior - "a philanthropist known for his largesse"
also : something so given - "projects depending on a flow of federal largesse"

It is that "also" -- a Federal largesse allowing for such abuses.

You may be right on him not spending a night in jail; isn't his crime something that rarely even merits prosecution unless there's another accompanying crime?

Also, he's a first time offender.
