The trains do blow their horns at crossings and stops but on an open stretch they do not and are not required to, otherwise the train would constantly blow its horn waking neighbors and causing a disturbance. I do believe the MBTA should install brighter flashing lights, strobes or long range off-road type lights for better visibility on the front of the trains just like and ambulance or police car as a warning signal. This might help prevent these accidents for people traveling the tracks when they are not suppose to. The reason they walk the tracks between Gloucester and Rockport is that when someone "has" to walk it is generally the shortest distance if you cant afford the train or a cab. Also keep in mind that "if" alcohol or drugs are used by the person it slows their ability to react as well. In 1981 I looked at the Gloucester High School vocational department then took a tour of the NSRVS school in Beverly. At the time I was interested in architectural drafting and did not feel the Gloucester High School had the same level of education as what Beverly offered in a full drafting program. Shortly after I decided to follow a career in commercial art and changed vocations. In my time at North Shore Voc, in my graduation year, I became the first school president of the Vocational Industrial Clubs of America (VICA), now known as US Skills, during the schools inaugural year in the program. I also completed in the local commercial art competition and won the gold medal at our school. I then moved on and competed in the state level competition for commercial art and won the gold medal at the state level. This allowed me to compete at the national level against all other 50 states. At the national level I won the bronze medal in commercial art from our first year in the program. When we traveled to Phoenix, AZ none of us, including staff, had any idea where we were going or what was ahead but the school knew they needed to come up with the funds and invest in it. As a result of the schools investment I won a national competition. You dont have to know where something is going 100% to invest in a future. Everything in life has risks, but success is the prize worth winning, otherwise we watch others accomplish the things we might have done or dreamed of doing.&lt;/p&gt;&lt;p&gt;Along with a vocational education I also graduated on the presidential academic list in the top 5% of the country in academics. I still have a hand signed certificate from President Ronald Regan for my A+ average all through school. The voc is not just about getting a good job, it also provides a good education. In my graduation year I also won several awards from the Elks and other rotary groups that normally were awarded to GHS graduates. So anyone who thinks a voc school is not about education in academics is wrong.&lt;/p&gt;&lt;p&gt;That carried with confidence into my education at the Massachusetts College of Art and the Butera School or Art both in Boston. I have had a lifetime career in Graphic Design, CAD design and Photography that all started with a decision to go where the state of the art education was and still is. I now work as a State of Georgia certified engineer in fire protection and hydraulic design from where I started so many years ago visiting that drafting shop room at North Shore Voc. I do not doubt that Gloucester has a good voc program but there are so many other doors of opportunity available at North Shore that may help a high school student find their vocation in life and not limit them to a few available options. It is not a real world training. Even cops, having been one, cannot fully prepare themselves to what you face when staring at someone with a weapon or a crisis situation. Nerves, adrenaline, fear all overwhelm you and only those that have had "extensive" training can react properly in that situation. Any even police officers are soemtimes shot and killed. What makes you think because you went to the range for an afternoon prepares you to handle that? Oh yes, some cops resign after shooting and killing someone which is a a whole other topic... And before you ask, yes I have been shot by a crackhead with a .32 and my partner saved my life because he reacted appropriately. The school has so many more doors to developing technology, changes in the specialized fields that the local GHS will never get. If you need finished cabinets you hire a cabinetmaker right? You dont hire a general contractor to do it. The GHS provides General Contractor services compared to the Voc's fine cabinetmaker.  North Shore Voc offers specialized instruction in a hands on, one on one environment. I participated in the GHS program for 2 weeks then transferred to the Voc. because it was a joke. Spend the money locally on other programs and let the Voc do what it does best. Imagine what the GHS could do with that money??? You are reinventing the wheel that runs better and works! Oh yes, I also continue to work in the field I studied at the Voc and have done so successfully for the past 21 years... To police knew everyone in town, when strangers or odd befhavior happened it was noticed and criminal stood out in the crowd. You would have to mandate a fine or deductible if you in an accident and are injured from not wearing one. Either waiving personal coverage or the insurance company seeking reimbursement from an injury sustained from lack of a seatbelt. It's too easy for people to say "I wear one" to get a lower rate. Also, keep in mind seatbelts only help up to 75mph. Do you now put governors on all cars infringing on more rights? As long as the State of Georgia exempts pick-up trucks from wearing seatbelts I will always own one! If a driver chooses to not wear a seatbelt it is only a risk to their personal safety. Nascar drivers wear firesuits &amp;amp; helmets when driving for their personal safety, should the DMV mandate firesuits and helmets as well? Roll cages are installed to 4x4 off road vehicles in competitions, should all vehicles require roll cages for personal safety. Where does it end??? Laws that protect other drivers on the road are critical to insure safety for all. Speeding, Drinking, signalling, etc. all provide safety to others. I just applied for a townhome apartment where I am being charged an extra $200 per month because I make too much money. Now I get penalized because I did good in school, excelled at my job and pay my taxes. Where does this end? The people that supply the money to the system need say enough is enough!
