She got back in the car AFTER he said she was under arrest. This is what makes it her mistake. Once he declares her under arrest, it was seen as an attempt by her to flee. That's why she got tased.

The cop had no clue if she was trying to get in her car to drive away or not. She did many things wrong. Maybe tasering could have been avoided but she shouldn't have gotten out of her car in the first place. That is how many traffic stops go wrong, for both the officer and suspect.
