The State employees are Unionized and take breaks and go on strike as a matter of course - perhaps as long as three months.  Or it could have landed on somebody's desk who was out on maternity leave and then took extended sick-leave because they didn't feel like returning to work just then.  I'm not sure but that might work for "paternity leave" for fathers also.
