Many state agencies have received new federal grants this year or are supported by fee revenues or other non-general fund revenues.  In a few cases, there are just critical needs to fill positions (i.e. vacant prison guard positions, where the state would pay time-and-a half overtime if they don't fill a vacancy).&lt;/p&gt;&lt;p&gt;If federally funded positions are not filled, the state loses a federal grant and loses an opportunity to implement a new program as well as a chance to pump a little more money into the state economy.  If the state doesn't fill critical positions, prisons may become dangerous; kids in foster care may not receive important oversight; the state police may have critical vacancies; an entire agency may shut down for lack of an IT person to run its computers.&lt;/p&gt;&lt;p&gt;The legislature has monitored this closely (see the LFC web page for a detailed report of the number of positions in state government).  The number of state employees has plummeted since the hiring freeze. The Governor appoints the state engineer who is responsible for litigating these rights (See Texes v. New Mexico, decided in the Supreme Court 1988).&lt;/p&gt;&lt;p&gt;No, my dear living-in-wonderland Republican comrade, Martinez would be in a position to negotiate away further water rights for the Rio Grande, Pecos and other watersheds if she so chooses. They have Republican Governors Best Practices Handbook where they endorse a wide range of polices that you cannot read unless you donate money to them.  Hmmm...&lt;/p&gt;&lt;p&gt;But you can see the table of contents of the "secret" book where they show that they support the Cato Institute (who supports legalizing marijuana like Gary Johnson did), the Heritage Foundation (supports school vouchers and privatizing social security like Gary Johnson did), and the Goldwater Institute  (who blames colleges for the state budget problem). Bush opted to give a tax cut to the filthy rich.  Filthy rich is defined as people so wealthy as to have obscene wealth - own multiple homes, buy multiple yachts and jets.  Those were the Republicans' priorities when they controlled both Houses of Congress and the presidency.  Not the working folks.  Not senior citizens.  Not balancing the national budget.  By the time Bush left office, the annual deficit (because his proposal to stop the recession was to bail out Wall Street for $700 billion) was in excess of $1 trillion.&lt;/p&gt;&lt;p&gt;Fact two that you appear not to know is that the state had a reserve of about 12 percent when the recession hit because the New Mexico Governor and legislature did not spend every dime.  They were much more conservative than Bush had been.&lt;/p&gt;&lt;p&gt;Fact three - Please stop complaining about the film incentives and space port unless you have ideas to create jobs in New Mexico, because those ideas work.  Gary Johnson - our last governor - created jobs by paying tax money to phone banks that paid $7.00 an hour to people to take orders for stuff or to sell stuff over the phone. Presumably, by extension, we should eliminate services to Los Alamos and the oil patch (Farmington and Carlsbad) because they "don't need outside help."  I also understand your point that we should not spend money enforcing our laws.  You agree with KOB that these funds should have been placed in state agencies to fill vacant clerical and overhead (patronage?) positions.&lt;/p&gt;&lt;p&gt;This is a very convincing argmuent you make.
