You're misrepresenting the bill.  It only dealt with dealers of scrap metal.  They have to pay for scrap metal sales with checks which are still cash, btw. To Hindus, Buddhists and Jains and others, its meaning is not that of the 20th century co-option by the NAZIs.  The KKK  co-opted the cross for its violent and horrid philosophy too yet, we continue to recognize its meaning to xtians as not being connected to the KKK.  The seller described "the ring "as a "gothic jewelry item" made of ".925 Thai silver." Of the swastika emblazoned on it, the description noted that it was "not for Neo Nazi or any Nazi implication. "  Thailand is a Buddhist country and the seller appears said it's not to promote e the negative connection to the 20th Century NAZI movement.  The swastika decorates all kinds of temples and ritual items in India and other places.  To keep giving it power as a NAZI symbol is to deny its history and its meaning to millions of people and their religious culture.  Again, it's like saying we should get rid of crosses every where because of what it means in the American South as a symbol of the KKK. It doesn't have the same meaning here as it does in the East.  I don't think slamming Sears or the seller is as important as is educating people to the fact the NAZIs wrongly interpreted it and co-opted the symbol and turned it into something it's not. It's a stand-alone program.  It also has more funds than it pays out and that's what matters at the moment.  It won't need as many funds 50 years from now as it will 20 years from now and it doesn't matter if it draws down the trust fund unless it can't meet future obligations and present obligations.   But even that doesn't matter to the Federal Budget or the budget deficit because it's not a line item in that.  Changes can be made to the social security payouts, to the retirement ages, to the payroll taxes, etc so that its pension obligations can be met if necessary.
