As soon as Congress passed this most recent hike (62 cents), the distributors took it upon themselves to institute the hike immediately and put the money in their pocket.  Then, on April 1, 2009, they would then shift the 62 cents to the government...  So, stores in Massachusetts should not me increasing the cost of cigarettes today.  Other tobacco products, (cigars, tobacco. an etc) WILL see a 40 percent increase as of today.... I am going to discuss something that most people don’t like… Department of Corrections’ Budget.  The DOC budgets $1.00 per inmate, per meal, per day.  I know someone who did time in Gardner who worked in the kitchen.  The food director was often heard bragging about how he was able to feed the population for $30,000.00 a month.  Gardner holds about 1,000 inmates.  That comes out to about $1.00 per inmate per day for all three meals!  While I understand that most people don’t care that the inmates don’t get the full allowance the funds that are budgeted, we should care that $60,000.00 is being pocketed every month by people in the DOC.&lt;/p&gt;&lt;p&gt;The same holds true for clothing, and linen.  The budget call for inmates to receive a clothing and linen allowance.  The DOC only hands out about 1/3 of what it have received tax dollars for. We need to go back to adults owning them.  Kids, and certainly teenage drivers don't need all this fancy stuff stuck in today's phones.
