Why does this "better way" necessarily involve subsidies?  What, absolutely, should never, ever, ever be subsidized with tax monies, and why not?  A lot of cars and highways could be purchased with a 29 billion dollar train.  Here in the Twin Cities the bus system, and the toy train, (Light Rail envy) is subsidized $14 for every one it takes in.  Should this accounting practice be enforced nationwide?  How long could that go on?  Ron Richards is right about vague terms.  We hear them on the radio, "supports the health and vitality of the joints and tendons".  Nonsense. Decided by coin toss?  Show of hand?  Sleight of hand?  And this too:  "... in administering funds provided in this paragraph, the Secretary may waive any provision of any statute or regulation that the Secretary administers..."
