This is very misleading, what it did was provide another degree of protection for the Alabama Eduacation System. The law is just a token, it makes it harder on the students the system has failed and does nothing to correct the problems with the system. Every legislator who voted for the law should be horse whipped, tarred &amp;amp; feathered, then rode out of town on a rail!&lt;/p&gt;&lt;p&gt;The reason the kids are dropping out is because they are so far behind they will never catch up. There it is, plain and simple, the current school year is set up to satisfy teachers, not to satisfy the needs of the students.  Falling behind in a subject costs a student one full year of his/her education in that subject.  If he/she is struggling, the probility is that other subjects will suffer, when he/she falls behind in more than one subject it results in failing to pass for the yearl.  A better way is to break up the school year into quarters and follow each with a "Holiday" before the next one starts.  But then the AEA would have a fit, school boards would not be able to understand and it will never happen in Alabama. Making the drop-out age 17 instead of 16 simply makes the student miserable for another year and makes it look like the S.O.B.s in the legislature actually did something good for the people. Ben don't like the form of government he has to work under, you voters ought to change it for him.  I suggest the same form Oxford has, the mayor doesn't participate on the council, he does have veto power though, if things get wild. There is a provision to ensure all councilmen are actually working for the whole city. The way it works is that there are no wards, only positions on the council. &lt;u&gt;Every voter&lt;/u&gt; votes for &lt;u&gt;a&lt;/u&gt; candidate running for one of the four council positions. On the other hand, if the tax will only be city wide, then they are &lt;u&gt;willing to tax every family in the city&lt;/u&gt; to send a few selected individuals to college. Only a tiny percentage of students will benefit from this and who do you think will pick those who get the scholarships? There is presently no other course of action available. The only way to get the state constitution rewriten is to provide a law so the people can demand it. For several years other people have been struggling to pass a law that would empower the citizens to order members of the legislature to act on requests such as rewriting the constitution, or resign. They would no longer be able to ignor the public demands.&lt;/p&gt;&lt;p&gt;Elected officials would rather we think they are inept than to admit that they routinely use lame procedures to prevent the citizens of Alabama benefitting from good laws and government. As long as they can delay political action regarding any law that would return some power to the people, they will.&lt;/p&gt;&lt;p&gt;To show the length they will go to, they almost got an Initiative &amp;amp; Referendun law on the floor for discussion in 2006, I believe, the house went crazy. Our own representatives didn't fare too well either, Hurst and Wood were willing to discuss it on the floor, Boyd has to "pass", no one had instructed her on what position she had on the subject so she couldn't vote or discuss it. Fite, didn't even show up that day, he may have had reason, I just assumed he wanted nothing to do with empowering the people.  The bill was pulled from the floor for more maneuvering to get it passed later. It just keeps geting submitted, but hasn't got back to the floor again since. Dividing a city into wards will almost always ensure the city is divided along racial lines. I believe, but am not certain, this division came about due to a federal court order.&lt;/p&gt;&lt;p&gt;The point is that Ben Little, nor any other politician, can get away with antics such as his, by becoming the darling of his ward, protected by his small quarter of the city. Compare this ward system to a city (e.g. Oxford) where there are no wards. Each councilman is elected to his/her position by &lt;u&gt;ALL VOTERS&lt;/u&gt; &lt;u&gt;City Wide&lt;/u&gt;.  He/she is judged by &lt;u&gt;ALL VOTERS&lt;/u&gt; on what he/she contributes to the city as a whole. If Annistons' problem is its' system of government, can it be changed and how? What would be fair is for all children to register as on-site or home schooled, then as soon as the funding comes through, break it down to per student registered and allow the school to keep one share per student on-site, and forward one share to the parents of each home schooled student. That way the school could determine charge each home schooler the same amount as they are spending per student for football, basketball, etc.. If Alabama voters had the authority, under law, to take the initiative to place a bill on the ballot to eliminate the grocery tax, then have all the voters decide if we want to pay taxes on groceries during the next election. If we don't then the bill becomes law and we would no longer be taxed on the groceries we buy. That leaves the legislature out of it, they would have to go to work and decide how to make-up the tax money lost.
