I think this is a step in the right direction.

Pet stores should not sell "impulse items". Animals require a serious commitment for the life of that pet, it should not be something purchased on a whim. Far too many animals are abandoned after such "impulse" buying, leaving shelters to struggle with the demand, and the moral dilemma of ending the life of an animal that has been abandoned due to nothing more than human selfishness.
