I'm on a certified promotional list and the city I work in refuses to promote. Their latest remark in a meeting was "we will just let the list die". Can they legally do that?

I believe it's the law that topics such as health care must be bargained. All the union has said (according to your article) is the proper time and place to discuss it is during bargaining, and that is the case. When they say they may want something in return for the change, it may be a no cost item. The cities comments are pure speculation. As usual they are just using the Tribune to paint a poor picture of the unions. Collective bargaining can work if both parties participate and I don’t think things would work without contracts. Times are tough so Mayors just don’t want to follow them. Public sector employees have it as tough as the rest of the public with rising costs and no raises. Bottom line is that Mayors are trying to balance their budgets, after years of mismanagement, by reaching in the pockets of their employees and making them out to be the villains. It is not the case.

They don't get paid in the same sence as the rest of the people mentioned by Skepsis and what little compensation they do recieve is paid by the firefighters. Not even sure what any of this has anything to do with anything.

It's not a large figure and I assure you the city has the advantage when it comes to money. They have lawyers on the payroll where as the union has to pay every time. It's the city that drags things out hoping the union doesn't have the funds.
