I wonder if this tragedy is God's way of rebuilding a nation on a more solid foundation.  Ironically enough this morning I was reading from 1 Cor 3:10 onwards.  I think we need to pray that strong foundations are rebuilt... and all of the comments you addressed happen.  One thing I do know is there is a hold on any building programs as government officials in the process of establishing appropriate building codes.
