Building seawalls now on the promise of future removal is a policy disaster waiting to happen.  Obviously, the mechanisms by which the walls are required to be removed must be bullet proof:  deed mandates and financial bonds covering removal must be paid at the time of erection of the walls, since most of us will be dead by 2081.  Further, the funds paid into escrow at SANDAG must absolutely be set aside for purchasing coastside properties and NOT siphoned off for annual sand purchases by professional sand lobbyists. How about the first sentence?  The CCC doesn't 'override' local government, they work with local City and County officials to insure compliance with the California Coastal Act with respect to development and pollution and make certain public access and shoreline natural resources are not destroyed.  These are matters of statewide concern, not the exclusive domain of a few 'good ol' boys' that Billingsley no doubt hangs with.&lt;/p&gt;&lt;p&gt;Shall we move on to the second sentence?  The CCC is NOT an 'unelected' body.  The citizens of the State of California overwhelmingly approved the Coastal Act in 1972 as a direct response to being disgusted about what 'good ol' boys' like Billingsley were doing along the coast.  And each of the 12 panel members of the CCC  are appointed by elected officials (Governor, Senate Leader &amp;amp; Assembly Speaker), making them genuinely accountable, unlike many local developers.&lt;/p&gt;&lt;p&gt;The rest of this drivel isn't really worth even reading, much less responding to.  "The Commission blocks local development  just because it has the power to do so" ??  What planet r u from?  The power arises from the Coastal Act.  The Coastal Act contains specific policies insuring public beach access and protection of coastal resources for our families and future generations.  The Commission simply applies the law.  In the end, the CCC approves over 95% of all projects submitted for review, in most cases much, much faster than the time local government takes for it's own review.&lt;/p&gt;&lt;p&gt;Your beef basically comes down to 2 points, which are unfortunately inherently conflicting.  First you bitch about the lack of fines and penalties raised from Coastal Act outlaws (true there are over 1000 existing Coastal Act violators getting away with it right now, real time, many who are multi-millionaires), then you argue the CCC should be abolished simply b/c the State is broke.&lt;/p&gt;&lt;p&gt;How about not throwing the baby out with the bath water.  Simply provide the resources to do adequate enforcement of Coastal Act policies and more than enough money could be raised to fund the CCC and insure beach access  and our coast is protected for future generations.&lt;/p&gt;&lt;p&gt;Ironic that this appears in a Bay Area paper.  Just down the road, in San Mateo, private landowners recently (and illegally) closed off access to popular Martin's Beach below Half Moon Bay.  Word is some famous 'green' Silicon Valley VC's are the new owners.
