Placing under-qualified people in jobs damages the business of the company that employees them and the economy in general. It also damages race relations by reinforcing the view that the ethnic minorities are "dumb" because they have been promoted beyond their abilities are are unable to cope.  The workplace should operate wholly as a meritocracy. If you are going to have positive discrimination it should be at the primary school level. It should be told by parliament to confine itself to that remite.&lt;/p&gt;&lt;p&gt;Its basic financial structure gives it an unfair advantage when it enters other media arenas. The exceptions being Sandinavia and Japan which  warrant a study as to why those areas are bucking the trend. &lt;br&gt;2- The increase in newspaper circulations is in the less developed countries where computers are a long way from being a standard domestic fixture, but where there has been a significant increase in living and educational standards over the past decade. &lt;br&gt;3- That the global trend is towards electronic delivery but with a medium term global future for print and a bright long-term future for those companies that can find the right balance between print and electronic delivery.&lt;/p&gt;&lt;p&gt;Assuming that that analysis is correct , British publishers are well placed to benefit by offering their expertise elsewhere in the world. They are recognised leaders international press, television and radio and have taken giant steps in integrating electronic news. If the press in the less developed world are going to avoid hitting the electronic wall in the future then they need to start learning from our experiences and establishing practises and procedures now.&lt;/p&gt;&lt;p&gt;British publishers can offer this help through any combination of a number of different methods:&lt;/p&gt;&lt;p&gt;1- Direct investment through buying or launching new publications in the ldcs.
